The injured employee was guiding the hoist rope of a tower crane. He instructed the crane operator to hoist up to relieve weight on the rope so it could be manipulated. As the crane began hoisting up on the hoist line, another employee notified the injured employee that his foot was in a pinch point. The injured employee then notified the crane operator to move the trolley out. When this occurred, there was tension on the hook block causing the trolley to move in rather than out. The trolley went over the injured employee's right leg, fracturing the tibia and fibula.
