An employee was working from a bucket approximately 75 feet above the ground while replacing the wiring in non-energized overhead powerlines. The bucket was being lowered when it snagged one of the wires, causing momentary wire tension. The wire then snapped back and struck the employee's chin and throat area, resulting in a torn esophagus that required hospitalization.
