Before the incident

Employee was clearing tree limbs and stumps on the hillside next to the gaurdrail at muster point

What happened

While guiding a treee stump up over the guard rail using a wire winch the stump got caught up on the guardrail. Employee tried to get the stump out from under the guard rail when the person controlling the winch moved it. The stump then caught his hand between it and the guardrail.
