Returning from break

About [REDACTED] a runner on [REDACTED] w 2 dogs when 1 dog got tangled up w runner. The runner fell injuring right hip femur. 2 NBB EE 's returning from break were entering brewhouse when they heard event & went down to assist. The runner was on asphalt in pain & indicated they had a broken femur. Runner asked for help w dogs & indicated dogs were friendly. A bystander retrieved 1 dog w out incident. When NBB coworker approached 2nd dog runner winced causing dog to react & bite coworker arm (laceration & puncture). The 2nd NBB coworker notified EHS. EHS gave first aid & advised coworker seek medical attention.
