Before the incident

EE was setting up for a tire change moving the tire dolly into position

What happened

EE noticed that the carriage portion of the dolly was off the rollers and jammed. He attempted to straightened out the carriage. When it became unjammed the weight of the carriage was more than he anticipated. The carriage dropped pinching his fingers.
