Elvin was assisting an EE on the docks lifting the dock plate because it is damaged. He felt a pinch in his elbow. He has some trouble bending his elbow. The dock plate was not opening after it raises and he attempted to lift the plate. His intent was to raise the lift gate so that the plate can lay on it and then lower the trailers lift gate so that the dock plate is in place for loading unloadi
