Dragging a tow line while shifting barge

What happened

While shifting the barge during loading the [REDACTED] was dragging a line from one cleat to the next for the shift when the whole line rolled off the side. He was holding the handrail with one hand and the line with the other when it dropped the 10 feet of freeboard. He continued to hold it during its fall due to it not being made off to anything and felt a popping in his wrist. Once he pulled the line back aboard
