Technician was cutting or grinding a brake chamber for an EMHU rail and the grinding wheel grabbed and disintegrated. A chunk of the wheel that came off cut the associate in the lower left arm causing a deep laceration. Associate stated to EMTs that he couldn 't move his outside 3 fingers.
