Carrier was on the 2100 block of [REDACTED] around [REDACTED] there was a Rottweiler that took ahold of employee hand and was thrashing around. A citizen then lost control of another dog that ran around a fence and two dogs then began to circle me barking and nipping at employee. Employee could not find dog spray on their satchel. Employee used scanner to scare off animgals. Witnesses came out to give employee first aid and called [REDACTED]
