Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Crushing injuries from exposure to the bucket arms on the Clark Bobcat front end loader, Model 520, S/N 4981M13044. On January 26, 1986, in the green end department at the north side of the slasher deck cleanout conveyor, the Clark Bobcat did not have side screens installed to guard against the bucket arms. Operators were not provided with a comprehensive training program to insure safe operation of the Clark Bobcat. Among other methods, one feasible and acceptable method to correct this hazard is to install side screens on the Clark Bobcat and initiate a comprehensive training program for the operators.
