Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) The hazard of being seriously injured by camels or other animals in
the sheep and goat section or other sections of the safari due to the
following conditions and practices:
1) Gatekeepers, stationed on foot in sheep and goat section, were
instructed to keep gate area clear of wandering animals - a job
normally performed by wardens in vehicles.
2) Gatekeepers and wardens in all sections were not provided with
adequate supply of hand held radios to be used to call for help.
Radios are considered standard and essential equipment for wardens
and gatekeepers.
Among other methods. some feasible abatement methods to correct these
hazards are as follows;
1) Establishing safe work practice procedures that do not require the
subsitution of gatekeepers or wardens in hazardous locations.
2) Providing an adequate supply of hand-held radios in conjunction
with a testing, maintenance and training program to insure proper
care and use of radios.
3) Establishing 3 comprehensive training programs for all employees in
employees in safari to include informationa regarding the safety
hazards to which employees are exposed.
