Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to fumes from Basolit Cement potentially containing hydrogen
sulfide and oxides of sulfur from an overheated melting pot:
a)  On or about November 11, 1992 at approximately 8:00 P.M.,
employees of Armco who were working at the Cold Strip Pickler Building,
were exposed to smoke and fumes that contained potentially dangerous
quantities of hydrogen sulfid and oxides of sulfur which were emitted by
a overheated melting pot of Basolit cement that was operated by a
contractor at the east end of # 4 Pickle Line Acid Tank.  The employer
(Armco) did not ensure that the contractor's activities would not expose
Armco employees to the above hazards.
Among other methods, that the employer may utilize, feasible and
acceptable
abatement methods to correct this hazardous condition include:
1.  Provide a set of simple safe operating instructions describing the
Basolit melting process and how to control it.
2.  Ensure that contractors who perform sensitive operations such as
this, properly instruct all of their own work crews on the safe
operating procedures of the process.
3.  Regularly monitor the contractor work in progress when the
contractor is performing critical temperature processes such as
the Basolit melting process.
4.  Develop and provide to the contractor for posting on the job site,
a set of contact names and telephone numbers for emergency
purposes.
