Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  The employer did not ensure that employees engaged in tree
trimming and line clearance operations were thoroughly trained in,
were familiar with, and were following all safety related practices
and procedures relative to climbing, working and trimming in proximity
to electrical hazards including, but not limited to:  Rules and
procedures listed in the company's "New Employee Safety  Booklet",
rules and procedures listed in the company's "Foremans Manual", and
the safety requirements set forth in ANSI Z133.1 the American National
Standard for Tree Care Operations.  Safety related work practices
or requirements not followed included failure to maintain safe work
distances from energized conductors as specified in Table 1 of ANSI
Z133.1 in that on or about 10/1/91 indirect contact was made with
a 7200 volt energized power line.  One feasable and acceptable method,
among others, to correct this hazard is to thoroughly train all
employees engaged in tree trimming and line clearance operations in
the safety requirements, practices and procedures listed in the "New
Employee Safety Bookley", "Foreman's Manual" and ANSI Z133.1 American
National Standard for Tree Care Operations and to follow the
requirements, practices and procedures listed in those publications.
