Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
Employees were exposed to the hazards of moving machine parts
while performing maintenance on machinery throughout the plant
such as the Wean Shear.
Among other methods, one feasible and acceptable abatement method to
correct these hazards is to establish and enforce an adequate lockout/-
tagout of energy sources procedure. To assist with the essential
elements of this lockout/tagout procedure, a copy of 29 CFR 1910.147
"Control of Hazardous Energy Source (Lockout/Tagout): Final Rule",
which becomes effective on October 31, 1989, is attached to this
citation.
