Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of falling off of or out of
personnel basket area of the
container top spreader bar:
(a)Vessel CHOYANG WORLD - Employees were being lifted by a crane before
they
were completely inside the personnel basket area of the container top
spreader bar, on or
about 4/6/94.
Feasible and acceptable abatement method(s) to correct this hazard:
Strict enforcement
of a policy prohibiting the crane operator to lift personnel until all of
them are fully inside of
the personnel basket area of the spreader bar.
