Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) AT THE EASTBOUND SIDE OF BRIDGE OVER RT. #17 - (1) employee sandblasting while working over the water approximately 28'high; (1) employee painting under the westbound bridge approximately 28' high; Employees were not using fall protection while working from catenary scaffold system: Among other methods one feasible and acceptable method of abatement is to provide and instruct employees to use safety belt, life lines or equivalent as stipulated by A.N.S.I. A10.6 1977 Section 22, Paragraph 22.6 and A.N.S.I A10.8 1988, Section 20 (Catenary Scaffolds) Paragraph 20.6.
