The grade
crossing was not properly safeguarded by the use of gates, bells,
watchmen, lights or
other suitable means.  Safety devices such as sirens and lights were
deactivated in that
fuses were removed in the alarm control box.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to use one
of two types of grade crossing control devices that are common: passive
and active types.
