Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:

(a) At the tire mounting area of the garage, on or about July 29, 1991,
employees were exposed to an exploding automotive tire while
attempting to mount and install a "16 inch" automotive tire onto a
"16 1/2 inch" rim.

Among other methods, one feasible and acceptable abatement method
to correct this hazard is to provide all employees with specific
training and mounting techniques as detailed in publications by the
Rubber Manufacturers Association, 1400 K Street, NW., Washington,
DC  20005.  Specifically, publication "RMA ALT 8-87" pertains to
safe mounting "16 inch" tires onto "16 1/2 inch" rins.
