Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
(a) Employees are walking on an overhead pipe rack, approximately 30'
above ground
level on the north side of Chevron Chemical Plant at 3rd and I st.'s
inside the plant.
There are no static lines or life lines on the piperack for employee use.
Therefore, the
employees are exposed to the hazard of falling approximately 30' to ground
level.  One
feasible and acceptable abatement method to correct this hazard is the
installation of static
or life lines on the piperack.  This condition was observed on 10-19-94.
