Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential crushing hazard while working near the manually operated manlifts in the main elevator and annex due to the lack of a guardrail around the base of the manlifts. Among other methods, one feasible and acceptable method to correct this hazard would be to install guardrails around the base of each manlift. (b) Employees were exposed to a potential fall hazard while operating the manually operated manlifts in the main elevator and the annex due to the lack of a complete enclosure on the manlift car. Among other methods, one feasible and acceptable method to correct this hazard would be to install a complete guardrail on each manlift car.
