Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a. During drilling operations at Fort Jackson, the estimated location of
utility installations
including natural gas lines were not determined, and verified by the
employer as required by the
employer's Site Safety and Health Plan, prior to commencing the drilling
operations.
Among other methods, one feasible and acceptable abatement method to
correct this hazard  is to
hand shovel the area to or below the level of the utility installations in
order to verify the utility
installations prior to commencing drilling operations.
