Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the potential hazard of being struck-by the blade of a reciprocating saw (saws all) when they operated the saw with one hand while holding the workpiece with the other. A feasible and acceptable method to correct this hazard is to: (1) Train employees to thoroughly understand the manufacturer's instructions to use two hands to operate the reciprocating saw; to use clamps or other practical way to secure and support the workpiece to a stable platform; and to place blade lightly against work and allow saw to obtain maximum speed before applying pressure; (2) evaluate employees' understanding of these procedures and document the training; (3) include a punitive element to the safety program and discipline employees who fail to use correct operating procedures; (4) provide method(s) for employees to clamp work, when necessary, on to stable platforms (such as a pipe vises to hold pvc for cutting).
