Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to total welding fumes in excess of the American Conference
of Governmental
Industrial Hygienists (ACGIH) Threshold Limit Value (TLV) of 5 milligrams
per cubic meter
(mg/M3):
a) An employee conducting MIG welding on steel during the manufacture of
cattle guards was exposed to total welding fumes at an 8-hour time weighted
average level of 8.0 mg/M3.  This is 1.6 times the ACGIH TLV of 5 mg/M3.
The sample was obtained for 446 minutes during one shift on 6/1/00.  Zero
exposure was assumed for the unsampled time.  The employee was not wearing
appropriate respiratory protection at the time of exposure.  Exposure to
excessive
levels of total welding fumes can result in acute and chronic toxicity
from metal
oxides and moderate irritation to eyes, nose, throat and skin.
Abatement Note:  Abatement certification is required for this item (see
enclosed "Sample
Abatement-Certification Letter").
Abatement Note:  Among others, some feasible and acceptable means to abate
this hazard
include, but are not limited to:
a) Use local ventilation (flexible exhaust hose) to capture the welding
smoke at
the source.
b) Require the use of adequate respiratory protection by employees who are
exposed to excessive levels of total welding fumes.g
