The steel chain was used to keep a floating deck barge secured to a dolphin. The dolphin is a structure that is driven into the river channel that has pins and shoes that would slide up or down a H-beam that would allow the barge to float according to the rise or lowering of the water. The two inch heavy duty steel alloyed chain was wrapped around the dolphin and the plate on the barge with hooks connecting back into the chain. The water level was high creating tension on the chain. In order to level the barge the chain had to be cut. During the cutting of the chain a sling shot reaction was created and struck an employees in his head causing his death.
