Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to crushing hazards:
On 07/15/04 an employee working on the ground was injured at the
Washington CT Tree
Removal Project by a falling tree limb. The injured employee was working
directly beneath
another employee cutting the limbs above.
The employee was not provided with a thorough job briefing and established
communication that
conforms to ANSI Z133.1-2000.
One feasible method of abatement would be to follow the American National
Standard for
Arboricultural Operations-Pruning, Repairing, Maintaining, and Removing
Trees, and Cutting
Brush-Safety Requirements. Conduct job briefings by a qualified person
before the start of each
job. Ensure communications are established between the ground crew and the
employees cutting
down the trees.
