sections
5.2 and 5.3.
2)Develop work rules and disciplinary procedures prohibiting wearing a
full body
harness before fully inspecting the harness prior to use.
3)Utilize and implement the guidelines as outlined in the American
National Standard
for Personal Fall Arrest Systems, Subsystems, and Components, ANSI
Z359.1-1992
(R 1999).  This includes that equipment must be inspected by the user
before each use
and, additionally, by a competent person other than the user at intervals
of no more
that one year. The harnesses shall be inspected at both inspection levels
for:
(a) absence or illegibility of markings;
(b) absence of any elements affecting the equipment form, fit of function;
(c) evidence of defects in or damage to hardware elements;
(d) evidence of defects in or damage to straps or ropes;
(e) alteration, absence of parts, or evidence of defects in, damage to or
improper
function of mechanical devices and connectors.
Abatement certification and abatement documentation is required for this
violation.  The
abatement certification sheet is enclosed with the violations.
