Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employer failed to ensure that employees were not exposed to a zone of danger while escorting and unloading a trailer truck with a partially unsecured and unstable load of nails on quarter pallets: Facility: The two quarter pallets loaded with nail boxes were not stable or safely arranged before being unloaded from the truck. On or about 02/05/2006, a quarter pallet loaded with nail boxes weighing about 1200 pounds fell off the forklift onto an employee. The employee sustained a broken leg.en
