Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to electrical and fall hazards, while performing tree trimming operations. On or about 11/30/06 at Troutman Street, Fort Valley, GA: Employees were exposed to work related hazards, while performing tree trimming operations. An operating manual for the insulated aerial lift truck was not stored on the vehicle. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET). "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS:" 1. The employer shall insure that the operating manual is stored on insulated aerial lift trucks. (Reference: ANSI A92.2-1990, paragraph 8.11, American National Standard, Vehicle-Mounted Elevating and Rotating Devices)

On or about 11/30/06 at Troutman Street, Fort Valley, GA: Employees were exposed to electrical hazards, while performing tree trimming operations. A periodic dielectric inspection was not performed on the insulated aerial lift truck, which was used for the tree trimming. No abatement certification or documentation is required for this item. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS:" 1. The employer shall conduct periodic inspections on all insulated aerial lifts used for tree trimming operations. Vehicles, which have not received periodic dielectric inspections should not be dispatched to work crews working within 10 feet of power lines. (Reference: ANSI A92.2-1990, paragraph 8.2.4, American National Standard, Vehicle-Mounted Elevating and Rotating Devices)
