North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North Carolina:  The
employer did not furnish to each of his employees conditions of employment
and a place of employment free
from recognized hazards that were causing or likely to cause death or
serious physical harm to employees, in
that employees were exposed to fire and explosion:
a)facility, acetylene plant -  where the employer did not display written
operating
procedures/instructions which were site and plant specific to cover each
aspect of the acetylene
manufacturing process involved with the generation of acetylene (including
the pre-purified
form) in a conspicuous place near the generator or otherwise kept
convenient for ready
reference by the operator.
Abatement Note:  One feasible and acceptable abatement method, among
others, to correct this
hazard is to develop, implement and display site and plant specific
acetylene generation
operating instructions.
