P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls, crushing, caught-in and struck-by hazards: a)Warriors In Transition Barracks Complex, on or about August 16, 2011, employees were allowed to tie the platform of an aerial lift Genie S-80, S/N S8005423 to an adjacent structure, which could result in boom failure and collapse, thus exposing employees to fall hazard up to 35 feet. Among other methods, one feasible and acceptable abatement method to correct this hazard is to: 1.Follow the manufactures operation and maintenance manual, which stated only use the machine as it was intended. 2.Do not tie the boom or platform to adjacent structures. 3.Do not push off or pull toward any object outside of the platform. 4.Establish written procedures that address procedures for employees who are required to operate aerial lifts. 5.Seek guidance from the manufacturer when its operator manual is silent about tying off to adjacent structures. ABATEMENT CERTICATION AND DOCUMENTATION ARE NOT REQUIRED.
