29 CFR 1926.303(b)(1):  Grinding machines were not equipped with safety guards in conformance with the requirements of American National Standards Institute, B7.1-1970, Safety Code for the Use, Care and Protection of Abrasive Wheels, and paragraph (d) of this section:    Jobsite:  The DeWalt 4.5-inch and 9-inch grinders, used by the employees engaged in grinding old rivets and beam seats, were not equipped with safety guards.

29 CFR 1926.1425(b):  While the operator was not moving the suspended load, no employee shall be within the fall zone, except those employees engaged in; (b)(1): hooking, unhooking or guiding a load; (b)(2) initial attachment of the load to a component or structure or (b)(3) operating a concrete hopper or bucket.    Jobsite:  The employees, engaged in changing the seat bearing surface on the abutment, were working within the fall zone, beneath the suspended load.
