29 CFR 1926.34(c):     Means of egress shall be continually maintained free of all obstructions or impediments to full instant use in the case of fire or other emergency.    a) Exit Door, 1st floor, North Face of Building - A stack of metal pipes and plastic tubing was observed blocking a designated exit door obstructing egress in the event of an emergency.

29 CFR 1926.501(b)(1):     Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) Roof - Employees were observed working from a flat roof without fall protection and were exposed to a 40-45 foot fall from elevation.    Douglas Development Corporation was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent standard 29 CFR 1926.501(b)(1) which was contained in OSHA inspection number 315333948, Citation number 1, Item number 4, and was affirmed as a final order on June 2, 2011, with respect to a workplace located at 641 S Street NW, Washington, DC 20001.
