At the establishment located on 1650 Hmlock St., Tampa, FL, employees performing lead paint removal in the lower deck of the US Coast Guard, VISE, vessel, were exposed to the health hazards associated with lead. The removal process was changed from a needle gun system, to a sandblasting operation. No initial determination was performed, on or about, 06/11/2012.

29 CFR 1910.95(b)(1): When employees were subjected to sound exceeding those listed in Table G-16, feasible administrative or engineering controls were not utilized:    a. At the establishment located on 1650 Hemlock St., Tampa, FL, employees using a needle gun system while performing lead paint removal, in the lower deck of the US Coast Guard, VISE vessel, were being exposed to continuous noise levels at 684% and 954% of the allowable 8-hour time-weighted sound level (90 dbA). The equivalent dbA level of 684% is approximately 104.3 dbA, and for 954%, is approximately 106.6 dbA. The employee exposed to 684% was sampled for a period of 455 minutes, while the other employee, exposed to 954%, was sampled for a period of 462 minutes. Both employees were sampled during one shift on 05/31/2012 and were observed wearing hearing protection.     ABATEMENT NOTES: General methods of control applicable in these circumstances include, but may not be limited to, the following:    1. Installation of noise absorbing / attenuation materials around the operators and/or material.    2. The use of a low vibration needle / chisel scalers.    3. Employee rotation.      MULTI-STEP ABATEMENT PROCEDURES:    STEP 1:  Due- (45 days from issue)    An effective hearing conservation program must be maintained as per Citation 1, Item 1(b)    STEP 2:  Due (90 days from issue)    A written detailed plan of abatement shall be submitted to the Area Director outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to noise as referenced in this citation. The plan shall include, at a minimum, target dates for the following actions which must be consistent with the dates required by this citation:    1. Evaluation of engineering / administrative control options;  2. Selection of optimum control methods and completion design;  3. Procurement, installation and operations of selected control measures;  4. Testing and acceptance or modifications / redesign of controls. All control measures shall be evaluated for each particular use by a competent industrial hygienist or other technically qualified person. 45 days reports are required during the abatement period.
