29 CFR 1926.200(g)(2): Traffic control signs or devices used for protection of road side workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices (AMUTCD"), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual on Uniform Traffic Control Devices, Millenium Edition, December 2000, FHWA.    Northbound road off Marine Corp Drive, Yigo, Guam:  On or about July 15, 2012, and at times prior thereto, a road safety caution sign was not placed and a signalling stop sign was not properly posted on a two way road as required under Part VI of the Manual on Uniform Traffic Devices.  The work required traffic to be deviated onto one lane.  A spotter was not present with the stop sign to help safely divert traffic.  Workers were exposed to serious injuries and death from being struck by oncoming traffic while they worked trimming branches from a roadside trees.
