29 CFR 1926.451(b)(1):  Each platform on all working levels of scaffolds were not fully planked or decked between the front uprights and the guardrail supports:      At the project, on or about August 29, 2012, and at times prior thereto, the platform was not fully planked.  Employees on the scaffold platform poured five gallon buckets of water into newly installed PVC pipes to test for leaks.  The scaffold platform was about seven feet above the sand.
