29 CFR 1926.502(d)(16)(iii):     Personal fall arrest systems, when stopping a fall, shall be rigged such that an employee can neither free fall more than 6 feet (1.8 m), nor contact any lower level.    a. On the north side of the building, employees were leaning over the edge of the roof cutting excess rubber. Their rope grabs were in the fully extended position which would allow the employees to contact the ground in the event of a fall, thereby exposing the employees to a fall hazard.

On the lower roof of the building, employees were using a eight foot step ladder leaned against the wall in the closed position to gain access to the upper roof, thereby exposing employees to a fall hazard.
