Horizon Terminal, Automobile Carrier Processing:  On or about 26 December 2012 and times prior thereto, employees accessing vehicles on carriers were stepping over sixteen to eighteen inch open gaps between the carrier and the walkway.  This condition exposed employees to an 11 foot fall hazard.
