Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a. At the site, fall protection was not used by an employee installing a satellite dish from the roof of a residential dwelling. The employee was exposed to a 10.5 foot fall hazard. 29 CFR 1926.1053(b)(1):Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top. a. At the site an employee was exposed to a fall of 10.5 feet, in that, the ladder being used to access the roof only extended two inches above the landing. On or about 02/05/2013.
