29 CFR 1926.1053(b)(8): Ladders placed in any location where they can be displaced by workplace activities or traffic, such as in passageways, doorways, or driveways, shall be secured to prevent accidental displacement, or a barricade shall be used to keep the activities or traffic away from the ladder: On or about April 17, 2013 at the above addressed site, an employee gaining access to and from a walking/working surface for the installation of decorative shutters approximately 13 ft. 8 inches above a lower level using an aluminum extension ladder set up in an active driveway did not have that ladder secured to prevent accidental displacement.
