Trader Horn; Exterior of Building - On or about 5/2/13, employees were utilizing a 10-foot Werner step ladder to change lettering on a sign.  Employees were exposed to fall hazards from the improper use of a Werner fiberglass ladder.  The ladder was folded, leaned up against the platform and used as a straight extension ladder.  In addition, the ladder did not extend above the platform and the ladders top step was used.
