29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: American Hollow Boring Company, 1901 Raspberry Street, Erie, PA 16512,-Tool Room area- On or about May 17, 2013, and times prior thereto: Company employees work with and around hazardous substances including but not limited to, Stoddard Solvent, Signal Cut 391 (cutting oil), Chemetall product 317(2-Butoxy ethanol), and compressed welding gases. The company's Hazard Communication program was missing information including, but not limited to, the following: 1) The designation of a specific person responsible for ensuring the labeling of in-plant containers. 2) Procedures to review and update label information when necessary. 3) The designation of a specific person responsible for obtaining and maintaining the MSDSs. 4) The designation of a specific person responsible for conducting the Hazard Communication Training.

American Hollow Boring Company, 1901 Raspberry Street, Erie, PA 16512,-Tool Room area- On or about May 17, 2013, and times prior thereto: On 2/6/2013, when one company employee experienced a standard threshold shift, the Company failed to conduct refitting of and retraining on hearing protectors with this employee. Additionally, the Company did not determine if the employee required hearing protection with greater attenuation.
