29 CFR 1910.1200(e)(1): Employers did not develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and which also includes the following:  1. 6430 Market Street, Upper Darby, PA 19082 - The employer did not develop and implement a written hazard communication program.   Non-English speaking employees performed work at a multi-employer worksite where they were potentially exposed to hazardous chemicals.  For an example, an Astra Foods, Inc. employee regularly sprayed a layer of Clenesco Products Corporation CLN-644, doorway foaming sanitizer (an EPA-registered quaternary ammonium chloride compound), on the floors at the entrances to the food processing areas.  This chemical prevented cross-contamination from contaminated footwear and/or equipment between plant areas.  These employees spoke the following languages: Spanish, Chinese, Amharic, Burmish, French, Nepali, and English.  On or About June 18, 2013
