29 CFR 1926.451(g)(4)(iii): When midrails, screens, mesh, intermediate vertical members, solid panels, or equivalent structural members are used, they were not installed between the top edge of the guardrail system and the scaffold platform:    a) On or about 7/12/13, at the site of Amherst, NY. The guardrail systems of a 7-section high frame scaffold were installed with toprails of 45 inches and midrails of 42 inches high. Midrails were not installed between the toprails and the platforms.     No Abatement Certification Required

Area below a 7-section high frame scaffold was not barricaded and employees had free access into the hazard area of falling objects.     No Abatement Certification Required
