29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge:  a) Warehouse: An emergency exit door was being chained closed at lunch time and at the end of first shift to prevent theft, on or about July 30, 2013.  b) Bay (bird house): The emergency exit door, located along the west wall, was locked closed by a sliding toggle bolt and pin, as observed on or about July 30, 2013.  c) Tube bending area: The emergency exit door, located along the west wall, was locked closed by two wooden bars, as observed on or about July 30, 2013.  Abatement Certification Required.
