29 CFR 1918.81(i): Drafts were hoisted when the winch or crane operator could not clearly see the draft itself or the signals of the signalman who was observing the draft's movement: At the Port of Beaumont Terminal, onboard M/V TEO, forward end of cargo hold number 1: On May 22, 2013 when the crane operator's view was restricted due to a cross bar on the crane, a signalman was not designated to observe the draft's movements and communicate to the crane operator it was safe prior to hoisting, exposing employees to struck-by and sprung load hazards.
