An extension ladder was placed and used on surfaces which were not stable and level, that resulted in an employee falling off the ladder when descending down from his work station. 29 CFR 1926.1053(b)(22): Employees  using ladders were carrying objects or loads that could cause the employee to lose balance and fall:     a) On or about 8/15/13, at building 9500 area of the site, East Amherst, NY. Employee, descending down an extension ladder, was carrying a 12 feet long siding. The ladder moved that resulted in the employee falling to the ground.     No Abatement Certification Required
