29 CFR 1926.451(g)(2): The employer did not provide fall protection for employees erecting or dismantling supported scaffolds:   a)  Employer did not provide fall protection for employees erecting a tubular welded frame walkthrough scaffolding.  Employees built three tiers of scaffolding to a height of approximately 18' without installing guard rails or providing alternative means of fall protection as they erected the scaffolding.        ABATEMENT CERTIFICATION REQUIRED
