29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area (Construction Reference: 1926.59):    a)  At the worksite, where employees had not received information on the requirements of 29 CFR 1910.1200; operations in their work area where hazardous chemical were present; and the location and availabity of the written hazard communication program, including the required lists of hazardous chemicals and safety data sheets.  Employees had not received training on the methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area; the physical and health hazards; protective measures; and the details of the hazard communication program, including an explaination of the labels received on shipped containers and the safety data sheet. Employees use hazardous chemicals such as, but not limited to, Tamms NC Grout, a corrosive containing Portland Cement.

Such facilities were not in near proximity to the worksite and was not equipped as to enable employees to remove such substances:    a)  At the worksite where soap and hand towels were not available for employees using Tamms NC Grout, containing Portland Cement.
