29 CFR 1910.23(e)(2): Stair railings were not of construction similar to a standard railing: (a) At the Dieste Unit # 1H drilling site in Wilson County, on the stairway to the Mud Engineer's trailer, the top rail on the left side descending was not smooth-surfaced throughout the length where the blunt end of the top rail terminated short of the platform guardrail leaving an opening of 2.5 inches, exposing employees to the hazards of falling. Abatement Note: Reference 29 CFR 1910.23(e)(1) for standard railing requirements which include: The top rail shall be smooth-surfaced throughout the length of the railing... The ends of the rails shall not overhang the terminal posts except where such overhang does not constitute a projection hazard.
