(c) Jobsite, 1800 S. 16th Street, Philadelphia - Employees climbed from the roof of the adjoining house onto the top of the chain link fence, and from the top of the chain link fence onto the roof of the adjoining house.  The employees were exposed to fall hazards of up to fifteen (15) feet without the use of guardrail systems, safety net systems, or personal fall arrest systems.  Observed on or about 3/26/13.
